Difference Between Agency and Facilitator?

What are the qualification requirements of a 'Facilitator' and how are they regulated? There seem to be lots of them popping up on the internet and they appear to me to be just lay people, correct me if this is not true

  1. That is true.  I know of one that is very very evil.  Jennalee Ryan.  She has facilitated three adoptions in the last year through the LDS Social Services and their umbrella of agencies. All three very illegal.  One is a father who did all the right things.  He is still fighting.

  3. Facilitators are completely unregulated, and often corrupt or illegal.

    Agencies are supposed to be licensed and regulated through the state.

In my opinion, these are people that have found that some people think it would be easier to help them negotiate the documentation process of adoption if they have someone to guide them.  I doubt any of them have any professional training for that specific occupation.  They might be people who have been through the process and have found a way to make a few bucks off of their knowledge.  Go to your country agency.  You don't need a facilitator.
