  1. A pony is a horse that even when it's full grown will be smaller than the average horse, either through selective breeding, or naturally.  It's a breed.  A baby, is well, a baby.  When it's full grown, it'll be the same size as any other horse.  But  a lot of people misuse the term.

  2. A pony is bred to remain small even when full grown.  An mature pony can be ridden or driven by an appropriate size person.

A baby horse is called a foal.  The foal will continue to grow until he reaches full maturity or up until age 5.  Some reach maturity sooner.  A foal should not be ridden until he's 2-3 years old.

Just to confuse you further, ponies can also have foals (baby horses).

  3. A pony is a small horse, under 14.2 hands high (58 inches or 145 centimeters) at maturity.  Ponies are generally classified as small (under 12.2 hands), medium (12.2 to 13.2 hands) or large (13.2 to 14.2 hands) ponies.
