  1. If a train leaves Chicago heading for Fond du Lac, it's an outbound train for the Chicago terminal and an inbound train for Fond du Lac.

It depends on your frame of reference.  Let's say you're at Penn Station in New York, a major terminal.  Inbound service would  be trains coming from the suburbs, such as New Jersey and Long Island, to Penn Station.  An outbound train would be one starting at Penn Station and heading to the suburbs.

  4. At a terminus, a train arriving is inbound and one departing is outbound.

    However, here in the UK we normally talk about 'up' and 'down'; since most main rail routes converge on London, 'up' means 'towards London', while 'down' means 'away from London'.

    On a branch line, 'up' means from the terminus to the junction with the main line while 'down' means in the other direction.
