  1. One is a Citizen, the other is not... one can be deported, the other can not

  2. Hey What's Up:

I couldn't resist that one.  No, they "ain't" the same thing.

One is a naturalized citizen. This means that the person went through all the steps to become a citizen and was granted citizenship after many years of paperwork processing and testing.  This person can vote. They can get a US Passport.

A permanent resident is someone who does not intend to return to their original country to live, but has not become naturalized yet. This person can't vote. Ever. Unless they become a citizen.

Interesting note: If a naturalized citizen commits a crime and is convicted, they can be tried for their citizenship also. An immigration judge decides if they should be allowed to stay in this country. Their citizenship can be taken away from them, and they are deported afterward.

I once defended a gentleman on trial for his citizenship.  He had served time in jail for driving a truck full of illegal aliens across state lines.  His job was repair cotton gins, picking up trailers with machinery inside and drive them from Point A to Point B. Which he did.  He didn't know there were aliens inside on one of these trips. He was convicted of a felony and served 8 years in Federal Prison.

When he got out, he went on trial for his citizenship. We were able to prove that his conviction on the alien trafficking was wrong, and he didn't lose his citizenship.  Unfortunately though, he lost 8 years of his life, didn't get to see his daughters grow up, and initially had trouble finding work.

  3. There is no such term as "permanent citizen" since citizenship is permanent unless you personally revoke it.

  4. Citizens are the ones who have rights to live indefinitely. Participate in all the activities of nation building like voting and other legislature activities. There are Permanent Resident means you are on your path to being citizen. You still may be denied citizenship in case you are not eligible.
