Of course the USA and China are going to dominate the medal tally, they send something like 300+ athletes.
I think a better way do determine a winner, as far as the medal tally goes, would be to calculate the number of medals won, divided by the number of athletes that are representing a particular country.
This way smaller teams, from the less affluent countries , would gain more recognition for winning medals.
