  1. Say is an intransitive verb (it doesn't need an object) you can say what you like, whenever you like there doesn't need to be anyone around to hear it.

    Tell is a transitive verb (it needs both an object and a subject) you can only tell something to another person (or animal, toaster, evil voice in your head etc.)
