Digital converter box setup

Hello,
I followed the directions to hookup the Insignia NS-DXA1 box to my RCA F27650. I have an outside antenna. I used the A/V cables. I set the TV to input 1. The box has a blue light and the TV says "Unusable Signal". Am I doing something wrong?
