  1. A digital tuner is designed to decode ATSC (aka HDTV) signals.  These are the over the air digital programming that is replacing analog over the air programming (NTSC).  You get these for free just the way you've always gotten standard over-the-air TV for free.  To get HDTV you simply need to connect your UHF antenna to your TV using a coax cable.

Note:  depending on where you live you may not need one of those expensive powered HD antennas ($45).  If you live close to the tower, your old rabbit ear antennas should work.

However, I'm guessing you have cable.  In that case, you can still hook up your coax cable from and get regular analog cable service.  If you want HD TV you will need to talk to your cable company about getting a HD Receiver box.  That box will decode the HD from your cable company.  It will probably connect to your TV over S-Video, Composite, or HDMI.  Of the three, only HDMI truely supports HD resolutions (720 horizontal lines of video format resolution or more).

  2. A digital tuner serves as the decoder required to receive and display digital broadcasts. It can be included inside TV sets or via a set-top box.

Yes you can but u'll have to check if the vizio has one otherwise u'll have to go with a HDMI (which is like a hd version of the coax cable)
