Directions for making felt covered snap hair clip?

i want to make some of these for my daughter. they look simple enough to make. it looks like there is just a small slit that you put part of the clip through and sew the 2 layers of felt together. am i correct? how would they stay in fine baby hair? thanks.

I know some people glue tiny strips of gripper-type drawer lining to the insides of clips to help them stick in the hair.
