Dirty dishes. The dishwasher does not wash the dishes properly seems to make all the normal noises

Question

The dishwasher does not wash the dishes properly seems to make all the normal noises but when finished its cycles the dishes are still dirty. Reading some of the other reviews sounds like I might have a inlet valve problem. Is there any way i can test if the inlet valve is functioning properly.
