  1. 1) Not relevant, as neither played to the media.  In wartime, the govt. fully controlled the media, so they could show them only what they wanted to show.  So, 'how their actions would be seen' was not considered at all.

    2)No difference here - War criminals belong on BOTH sides.  War criminals for both the Axis, and Allies, suffered prosecution for what they did.
