The government or private citizens could offer monetary incentives to scientists who can develop theories for and working models of solutions for societal needs which can be mollified by some innovative, scientific means.  One example would be a product or process which would enhance a city's ability to address wetlands preservation within their boundaries.

I'm talking about small projects which may push innovation forward by a small step, rather than monumental accomplishments, like commercial spacecraft.
