Dishes not getting clean. Dishes especially on top rack are not getting clean and a soap residue

Dishes especially on top rack are not getting clean and a soap residue is staying on them as well as the food. Someone suggested to switch from liquid to powder but it did not solve it. Noticed with powder all of it did not empty from container. Sometimes water is in the bottom of dishwasher.
