Dishnetwork Receiver VIP211, without DVR option, can I still hook up a external hard drive.?

I was told that I could hook up an external hard drive on my dishnetwork vip211 receiver, with a one time activation fee and use it like a DVR. When I called dishnetwork, they told me it was only to expand the current internal drive. Was the dishnetwork representative correct or does my friend know something the representative doesn't?
