Dishonorable Photographer....?

I request the services of a photographer late last year(November). I Live in a state in the lower south and she lives in Pennsylvania. We arrange everything through the phone and the only thing that she had to do was show up at the event. I want to mentioned that I found her through Decidio.com

The first payment I send her half the price of service, more than the 100.00 deposit requested. At the event I gave her more than half of the rest we owed her and a month later we send her the last amount....

When we were talking about the event back and forth about what I wanted I received a response almost instantly through e-mail... after the event we heard from her a week later and later about twice.

Until this day I have almost exhaust every reasonable way of contacting her and being patient. I have written many e-mails, phone calls and even 2 certified mails that she refused to accept. Any tips or ways to make her fulfill her obligation will be appreciated. I will suit her...

I am planning to sue her eventually. I also find out through Decidio that I am not the only one she has done this too. I am planning to call the IRS on her, her job and even her husbands job to contact her. I am trying to give her a chance to do the right thing but nothing is working. If anyone can give me more ideas of how to handle or what to do to make her understand that I am serious let me know any knowledge that I could use to get my pictures.
