Dishwasher - The dishes and

Dishwasher - The dishes and glasses do not come out clean. There is approx 2 inches of soapy/dirty water that remains at the bottom of the dishwasher. I was told by the sales people that this was normal in order to keep the ... moist. I have since leared that this is not normal. The washer was purchased approx 1 1/2 years ago and was installed last January. Problem has always existed. I have replaced the Drain Pump because when I spoke to someone at GE that was thought to be the problem. NOT SO!!!! HELP!
