Dissolving powder into lotion?

I have an already made lotion and I want to add a powder ingredient to it. Will it dissolve into the lotion without me first dissolving the powder into a oil or water?

yes, add little bits slowly until you've added the amount of powder you want.

it should but add small amounts of the powder and mix well so you don't make lumps
