If a spouse decides to start court proceedings, how long does it take from when she files with the courts to when he gets served with the papers? Days? Weeks?

Well, I'm in another province but... it can take a few weeks: when you file at your local courthouse, it has to be sent to the head office (probably in Toronto in your case), filed then, and THEN sent back to the local courthouse. Then they serve the other spouse. For me, it took about 2-3 weeks from when we filed to when he was served, in New-Brunswick.
