You get the hair style and hair color powers in Skytown from Amelia. She is in the house with the red doorbell. You need a lot of coins to get the powers I think.

The skateboard is made by finding all of the pieces. The skateboard deck and the first wheel are in Presto's Grove. The other wheels are in Presto's Edge and Tanglevine Jungle.
