Do 18 year old Permit holders obey the same regulations that 15 year olds are restricted to?

I'm turning 18 soon and I recently obtained my learners permit. a driver under age 19 must hold a permit for 9 months in Virginia, but I was hoping that there are different restrictions for adults. 15 year olds must drive with a licensed driver over 21, but I would think that as an adult you would be allowed to drive with anyone with a license. Can I drive with an 18 year old as opposed to a 21 year old? I'm going to college out of state and it will be a huge inconvenience if I can't legally drive to and from classes!

You have to follow the same rules as the 15 year olds.
