Do 700x28 tires fit on a bianchi pista and do i need a whole new rim for these tires?

These tires fill fit your existing rims without any problem.  It comes stock with 23cm tires and the 5cm profile increase is not that much. The typical issue with wider tires is brake and fork clearance.  The 28 is not only wider, but will have a greater overall diameter. The Pista is not normally equipped with brakes, but a 28 will clear most caliper type road brakes -- but is typically the the widest profile tire that will do so.

I just measured mine and rear bridge clearance is no problem at all.  The fork is a closer call.  Mine is equipped with 23's and it looks like there is enough additional fork clearance for 28's, but that will be your closest dimension.
