  1. No.. Teachers are paid based on a state salary. It depends on years of experience and education.


  2. teacher salary is based on a contract that covers all equally. educators get paid more for being more educated, either by degree or time worked that's it.  In some places you can get credit for military service.  

    Usually the payscale has steps based on Bachelors, Masters, Masters +30, etc.  Sometimes you can get paid more for working in Urban areas, but the job is open to anyone.

No pay depends on time and experience, it also depends on the state.  Some states pay more than others.  But all in all it does depend on the county on which you are trying to get the job.  If it is the county or states (hidden, they won't put it out in the open because of all the fuss) policy they may pay African American's more.
