  1. Airlines: No.  Period.

    Small airports: sometimes.  Many small airports will hire minors (within the scope of the law) to help with tasks around the airport, like cleaning planes and hangars and helping with bags.  Don't expect to be allowed to fuel planes though.  When I say "small airports", I'm talking about working for an FBO at an airport that serves small personal planes and maybe the occasional corporate turboprop... but not public airlines.

    The unions will not allow it and the background checks would be just too costly.

  4. No anything about aviation can be dangerous and no one hires minors to do dangerous work. It is too legal risky.....

    I would think the insurance liability would be too great

    I used to work at a small privately owned A/P in Central Ontario. We had kids working on refuelling both land based aircraft and seaplanes. They carried luggage, did general cleanup and mowed the grass. Most pilots (not all) were OK with that. I think there are laws that preclude major operators from hiring minors.
