  1. All depends by what you mean by "good neighborhood."

If you have business, you should stay if possible somewhere near the majority of your meetings.

Hip nightife? Vila Madalena and Vila Olímpia

    Chic central? Jardins/Paulista

Historic and/or ethnic with some cool stuff? Liberdade, Beixiga and Centro

Brooklin is old mostly German neighborhood that is now being transformed by the development of São Paulo's 4th "downtown." Follow the second link below for more on Brooklin.

  2. In general these are the upscale neighbourhoods. Morumbi, Jardims, Moema. Morumbi is good for spacious houses and has apartments too. Jardims is mostly apartments so also Moema. Security is one item to think about. Apartments with 24 hrs guard service are generally more secure than a house on a normal street. There are gated communities a little out of the city. One nice community is Alphaville with lovely homes. The problem is the traffic. Morning and evening rush hour could mean easily two hours in your car each way. So think about distances from work/school and drive it yourself before you decide. Be careful of estate agents. Very friendly and very very pushy. Take your time.
