Yes, they do unless you are in transit there for less than 24 hours.  The visa situation apparently changes quite often, however the information I've found suggests that you can apply for one on arrival.     MADAGASCAR (DEMOCRATIC REPUBLI

    Passport (must be valid 6 months after date of entry) required.

    Visa required, which can be obtained on arrival for a max. stay

    of 90 days. Fee: MGA 140,000.- (or equivalent in EUR or USD).

    Note, if there is a representation in country of residence it

    is strongly recommended to obtain visa before arrival.

    Furthermore, in order to prevent delays through immigration, it

    is also strongly recommended to obtain a visa prior to arrival.

    Visitor must:

    - have at least one blank page left in the passport reserved

      for the Immigration authorities of Madagascar; and

    - hold return/onward ticket, otherwise deposit will be required

      equivalent to air fare to country of origin.
