i think they do..

my friend was telling me a story of when she was about 3 and she made friends with this little girl that didnt speak the same language as her... but they walked around and chatted like they could understand each other for ages.

i think so especially when my 2 youngest get together, they  huddle and whisper to eachother in the corner of the room then run off to the kitchen together and try to raid my fridge!!  ;o)
