Do CSCIs decline after reaching perfection ? (CSCI - computer software configuration item)

Question

A section responsible for a CSCI may have a sequence of section leaders. Each may "enhance" the same CSCI.

One of the enhancements may be orders of magnitude better than the earlier enhancement.

Won't quality likely fall off after this enhancement ?

Not right away, but they do move toward a half life of obsolescence.
