Do China have the agen to help apply China paspor for my baby. because I am foreign.?

A passport is your ID from your country - not from China.

According to Chinese law, no foreign child born in China can be Chinese (even if they are half Chinese they can never be "Chinese").  

You are foreign.  Go to your embassy.  Bring the birth certificates and other ID.  Your country will give your child the correct ID.

The government has the right to protect its constituents.  Thus, report the activity of the Chinaman to their Immigration Office who do not want to eat.
