No, I don't think so. The system is pretty state and federal run as far as I remember from living there the first 29 years of my life (1971-2000). I think they are too restricted and underfunded. Just like research.

I think things have been improving in the last 5-10 years, slowely, but its very slow I think.

well, i must say no. I'm studying here in Germany, I'm actually from Romania, and i have to say, that university is a lot better in Romania then here, but i have more chances from here then from Romania. they have a difficult to understand system, well at least difficult for an outsider, it took me a lot to get used to it!
