Do Google monitor their blogs if you use them to advertise for Yahoo Publishers?

What do you mean by google blog? Do you mean  blogger.com?

Promoting other advertiser on blogger.com is permitted if you don't spam.

Google will not automatically do anything if you use a service other than Google. You can use whatever publisher ads you want, however I wouldn't use both Google and Yahoo publisher ads. With blogger, google adsense is just the easiest to set up.
