Do Hydrangeas sprout in the Summer?

I have a small Hydrangea bush (mophead) that I planted this Spring. It is doing well and it's healthy but it seems to have these long stalks shooting out w/ leaves and some sort of buds on them. They are quite tall - taller than the plant. Are these weeds or new growth? It's part of the stalk but I don't know whether I should cut it off or leave it. My other plant does not have this. The blooms on the rest of the plant appear to be a dark, purplish color. These stalks are very thin and wiry and I don't know what they are or if they are even part of the plant itself.

  1. Hydrangeas generally set out leaf buds in the springtime.  Flower buds appear in late spring or early summer once the leaves are out.  Under normal conditions there shouldn't be any stalks shooting up.  Without seeing the plant it is difficult, though, to say that it is definitely not part of the Hydrangea bush.
