Do I have overactive sebacious glands or fordyce spots?

I have small white bumps on my p***s shaft, and s*****m. some of the spots have hair coming directly out of them. It seem to to be growing, although I'm not sure. They aren't painful, and I'm pretty sure it's not Herpes. What do you think it is and what should I do? Can anything make them go away?

if they have hair coming out of them they could be just hair follicles but go see a doctor any way
