Do I have to be a Candian Citizen to have a Canadian passport?

I am planning on going to US or Europe within the next 8 months, and i just found out it takes 15 months to become a Canadian citizen.

Currently I am a permanent resident, and have been living here for 6.5 years.

It takes around 10 months to get ur citizenship card from the day you apply ( or more if ur case is not straight forward ). You need to be citizen to apply for Canadian passport.
