Do I have to be a U.S. Citizen to be eligible for a Scholarship?

I am currently a High School student living in the United States. I have a high GPA and I was wondering, am I eligible to get scholarships for colleges.

I have a E-2 Visa, but not a U.S. Citizenship or a social security.

Please answer with 100% sure answers.

Answer with 100% sure answers?  Are you serious?  For starters, how can we do that when you do not reference the scholarship you are trying to qualify for?  It depends on the qualifying factors of the scholarship itself.  The majority would be tailored toward US citizens I would think.  All you should have to do is read the qualifications to receive the scholarship.  If you are still confused call the organization offering it and ask them.

  3. No, you do not need to be a US citizen to apply for every possible scholarship. Though many do have such requirements, there are also scholarships that are available only to international students.

    For the most part, these international scholarships tend to be funded through a particular university, rather than offered to students at any US college - the best thing is to check with the international students and/or financial aid office at colleges that you're interested in applying to.

    Just for demonstration, I've linked to a page that describes the international scholarships that are available to non-citizen students who attend Texas Tech University in Lubbock, Texas. Because of its location, Texas Tech attracts a lot of Mexican and other Latin American students - I would guess that schools with larger international student populations would be more likely to have special programs like these.
