  1. Usually your telephone company provides the DSL package and modem equipment for a monthly charge.

    There is of course dry loop DSL, but you still have to pay a charge to be connected.

    On the other hand, if you are lucky enough to be near a wireless transmitter, such as a port area, you may hook into the transmittion for free broadband, provided you have wireless connections in your computer.

    If you have a laptop, travel over to a transmission area, find a friendly cafe, plug in your battery and hook up.

  2. For normal land line DSL you do need the wired service from the pole to your home. Since you don't want or need the other c**p supplied by the local telco, most areas of the country (PUCO in OHIO for example) by law, have a minimum trunk charge that the local carrier can charge inorder to supply only DSL service. This is most often packaged in by the DSL service provider.

    What your looking for is called "Dry Loop DSL" or (if your only 14, close your ears) "Naked DSL".

    Prices seem to start around $19/month in most areas, or if you catch a special as low as $14.  Expect higher prices if you need more bandwidth.
