  1. Hmmm.. Im not sure about that, but if that is the law then you have to, for you to enter Qatar...Maybe different countries different laws. Coz here in Dubai, UAE once you get your original visit visa there in Philippines, there's no need to pay for certification..Just that and your ticket then you can enter Dubai..


  2. all visa have a fee, and yes, you have to pay the embassy for process,the application will not start before the fee is paid,
