  1. It has a HIN, yes.

    Depends on what state.

    If it has a Hull Identification Number or HIN it is a vessel.

    If it has a powered motor, it is a motor boat.

  2. In most cases, Yes.  There are some states that have a lower limit on the motor.  There are also private lakes and streams that have their own rules.  How about asking the place your getting the boat.

  3. in my jurisdiction any boat with a motor must have the registration number on the hull.  any motor.  check with your local authority

  4. In Washington state any boat or other water vessel that is 16 feet or longer, "OR" has a motor larger than 10 horsepower, "OR" is used on federal waters must be registered. I got a 10 foot zodiac inflatable with a 9 horse and had to tab it cause I run it in the salt water-(federal).
