Do I have to register my car in illinois?

I just moved to Illinois and I have a car that does not run. It is always just parked in the garage. Do I have to register it or even let illinois know that I have it? It is currently registered to GA, but only for a little over a week.

So long as you never drive it, NO.

If you do ever need to drive it, even if briefly, I would see about getting a temporary registration.
