  1. A homeday care  you need a home daycare  licence. I'd  call your county building for info on how to obtain your licence ( remember to have it renewed when needed) .  for the county where i live i had  to take CPR/first aide and keep up with at least  2 hours of traing a year there are different trainings through out the year like for child abuse, health and  diet all different things.  NYS requires all counties to have a licence but the quilfications may differ from county to county. But no you do not have to have a degree or teaching degree . There is quite a bit to set one up good luck and yes the money is good.

  2. Except for NY City all Day Care in NY is licensed by the NY State Office of Children and Family Services. Their web site is : ocfs.state.ny.us You can find all sorts of useful info there, including the Regulations and where the nearest regional office to you is located. Family or Group family Day Care Providers in NY do not have to meet any particular education requirements. You can own a center without a degree but depending on the size of the Center you may have to hire a Director with one. Check out the web site.
