Do I need a new California license or renewal after living out of the country for 10 years?

Question

I lived overseas for the last 10 years, working for the military. I drove on a military license, and had an international license when traveling back to the states. I was a California resident when I moved away.

1) Am I still considered a CA resident after not having physical presence for 10 years in the state?

2) I was supposed to have received a renewal letter from the DMV years ago. I never received this letter, and never renewed my CA license since I lived overseas and drove on my international license when visiting the states.

3) I've recently moved back to CA. Would I need to get a totally new CA license or would a renewal of my license from 10 years ago be possible?

4) Are CA state tax responsibilities determined by if you drive on a CA license?

Please help, I need answers asap as my international license is about to expire. Thanks.

I take it you weren't pulled over when you were here driving.

Unless they changed it recently, US citizens need a valid state drivers license to use an international "license".  The international permit is just used to translate your state license and holds no official driving privilege.  As for renewal many states require written test and driving test after that length of absence.  Check with your dmv.

You will probably be required to retest to get your CA license. Had you been "in" the military and not just working "for" it, you may have been able to just renew it. They may have sent a notice and had no current address to get it to you.
