Yes you need one. I believe the law passed last year.

"ALL PERSONS traveling by air outside of the United States are required to present a passport or other valid travel document to enter or re-enter the United States."

You don't need one getting into Mexico, but you will need a passport to get back into the the U.S. if you are age 18 or over.

Don get inspired when you see guys from Mexico in Cal without their Passports. You need passport when you travel out of US.
