Do I need a phone line to use my Direct TV HD DVR? Do I also need to have caller ID on my phone line?

Nope.  The phone line is used by the receiver to call in orders for PPV programs you order through the receiver.  If  you do not want to order PPV channels, then you can leave the phone line disconnected.  Obviously, DirecTV would like you to have the line hooked up and ready so you can order more stuff.

The caller ID function is simply a convenience.  If you have the phone connected to the receiver and you have caller ID, the receiver can be set to flash the caller ID text  on your TV screen.
