  1. It depends on the color it is now & the color it will be.  I used tinted primer on my white walls when I went burgandy.  It saved me from buying another gallon of the more expensive wall paint.  

    Be sure you know what kind of paint it was in the first place.  You cannot put latex wall paint over an oil based wall paint.

    If it has been painted before just make sure there is no loose paint.

    Make sure the wall is clean and there is no grease on it.

    Then rub it down and repaint with either emulsion or if it is to be gloss put an undercoat on first and then gloss.

  3. it depends on wha the previous and the new colors are.  If the previous color was either dark, bright, bold and you are planning on a soft color or even white, then yes I would primer, if the color you are going over is lighter than the color you are covering with then no I wouldn't primer.  I do know that some colors come out more vibrant when you have the under color darker.  My sister-in-law was painting a real pretty mulberry color but first painted the wall black.  It turned out very nicely.

  4. It helps if you are changing the color form a dark or bold color to a lighter color.

  5. if there both latex you should be fine as long as the colors are close if your trying to cover up a bright color it def  wouldn't hurt.
