The person I want to buy the dirt bike from says she doesn't have the title but she will provide a buying contract.

  1. laws vary from state to state, you need to check with the dmv in your state

  2. You don't need anything from the person other than to check if you can that the bike has the original engine numbers on it and make sure the bike is not stolen.  Where ever you are there must be some goverment body that can tell you if the engine numbers on the bike have been reported as stolen.  See if the person has the original purchase order or certificate to authenticate that the engine in the bike is the original one.

Make sure you get a receipt stating you have purchased the bike from this person and write the details down from their drivers licence.  Write down the vin and engine numbers of the bike on the receipt as well and have the person sign all receipts and paperwork.

  3. It depends on if you want to register it to ride state trails.  If you have a bill of sale not the title, then it will be very hard to register and insure.

  4. non street legal you get CO  or certificate of origin

no title at least in connecticut & massachusetts

  5. write down the VIN and have the police run a check to see if it is stolen.....the last thing you want is to find out the bike was stolen I can think of atleast 2 bikes out there that are hot .....if it comes up clear then buy it... if the "seller" balks at this... them walk away ... you might even want to call the cops anyway and  tell them you suspect the bikes are stolen....
