  1. Being a US green card holder has nothing to do with it as you are not a USA citizen.

    As a Filipino/a yes you do need a visa.  


  2. Yes, you need a visa.  You can verify this with the 1st website below.  Enter your nationality, enter that you are an alien resident of the U.S.A., enter your destination and click for the info.  You can use the 2nd site to apply on-line for the visa.
