Do I need planning permission for an above ground spa?

Hi:

I'm English, and am planning on moving to Perth next year. I'm looking at houses and I would really like a pool or spa. I am looking to spend about $25-30,000 for the pool but have been told I need planning permission for the pool and fencing. If I get a spa, I'm guessing the cost will be slightly less initially but more for maintenance.

I have seen an above ground portable spa which I am also considering, and was wondering if I need fencing and planning permission for this?
