It depends on your DSL provider. Some telephone companies require a phone line with DSL, there are others that will offer a "naked loop" which is what you want. Call the telephone company and ask if it's something they offer. Good Luck.

It depends on your local DSL provider (some  call it a dry loop).  An internet-only cable connection would basically do it as well (but that could be a bit more expensive than just a DSL line).  Cable connections usually offer faster download  speeds, so the price difference is often worth it too.
