Do I need to take the IELTS in order to apply for immigration?

I lived in the US for 11 years; between ages 2 and 14, so I speak perfect English. Do I still need to take the IELTS to apply for immigration to Australia or Canada?

To Canada YES - if your surname is not english and you were not bom in an english speaking country.
