  1. 3rd and 4th rates are generally cheaper than the first 2. Moreover, some cruise lines offer free cruise rates to children, most notably Costa and MSC Cruises. Generally, the cruise lines consider passengers under 17 to be children. However, for some cruise lines this age limit is 12.

Most cruise fares are stated in double-occupency.  If you go with another person, plus the child, the child/infant is considered a "3rd/4th".  Most cruiselines that I'm aware of do not offer free 3rd/4ths - no matter what their age.  3rd/4ths are flat rates and vary in price depending on multiple factors, including itinerary.  3rd/4ths ages 0-2 can be cheaper than ages 2 thru adult.  Sometimes cruiselines have sales/"promotions" on 3rd/4ths.
