It's said you should communicate diplomatically. So, are you a diplomatic person. Are you the person who puts the fire out in an argument or potential argument. Do you pour cool water over fiery emotional situations. Perhaps they would say you were indecisive, which sounds judgemental rather than saying you prefer to keep an open mind.

In venus perhaps they would say you were well balanced in your emotions, not easily head turned, working out the pros and cons instead of going into a relationship as a bull in a china shop.

Yeah it's safe to say that, actually.

With mercury in Libra you will communicate quite levelheadedly and with some deal of prose, unless Mercury is affliced by the aspect of a malefic or is otherwise weakened (too close to the sun, too close to the end or beginning of the sign)

With Mercury in Scorpio one wouldn't talk much at all, but when they did it would be very mystical, emotional, and perhaps defensive. They would have good potential to express emotions and intuitions. Again, you have to consider if mercury is getting a bad or good aspect or conjunction.

You also have to consider that the sidereal position of the planets is the actual position, and therefore your tropical position of mercury may not describe your communication skills. To find the sidereal position of your planets, just subtract 23º from every position.
